Dawn forecasts incidents, not people. The doctrine is not a policy document sitting in a drawer. It is enforced by the software itself.
the data
Dawn is built on open data. Every source that feeds a forecast is already public: what the police publish, what charities report, what the news records, what open sources show. The raw data is published under the Open Government Licence and belongs to everyone. What Dawn adds is the reading, connecting fragments the sources cannot see across, and that part, the platform, the models and everything they produce, is proprietary. And whatever the data says about a place, no forecast describes an individual. That line is enforced in the code, not just in this paragraph.
your privacy
If Dawn asks organisations to trust it with serious subjects, the least our own website can do is respect yours. This site runs Plausible, a privacy first analytics tool. No cookies, which is why there is no cookie banner to click away. No personal data collected, no cross site tracking, no advertising pixels. We can see which pages get read. We cannot see who you are, and that is how we want it.
- Every query is gated by policy before it runs. Questions about individuals do not get answers.
- No forecast describes a person. Every forecast describes a place, an offence and a pattern.
